German university hospitals generally review the medical case before issuing a useful treatment estimate. The responsible department defines the expected treatment plan, and the international office calculates a quotation from that plan. Prepayment may be required, while the final invoice reflects the care actually delivered.

The device and operation are only part of the pathway
Charité's cochlear-implant pathway includes specialist assessment, surgery, activation and repeated rehabilitation/programming. For children, the habilitation phase can extend over years, so the total care pathway is very different from a one-time surgical package.
